If there is only one candle lit then you have 0-3 points, if there are two lit then you have 4-7 points, if 3 are lit then 8-11 and if four then you have above 12 points which is the number you need to get the statue. I don't know for sure that this is a bug, but it might be. I think it was 1.04, but may have been just after 1.05 was deployed. The first day when I reached year 3, and the candles on Grandpa's shrine lit up (3/4) I went to investigate it and put a diamond in straight away, assuming that's what you needed to do.
